Wierd hand. Absolutely fold. You are going to hate any heart, king, or broadway cards. I think reverse implied odds here are huge. You only have $15 into this hand, how much do you want to chase that with? If not a fold it's a re-raise and see what they do. That may tell you how bad off you are but again… it's bloating the pot. Sometimes it's best to fold a marginal hand and move on.
I'm with @jppagetoo on this one. If I'm in this situation playing $1-$3 at my typical poker room, it's a fold every time. At least 80% of the time I'm up against Ax. The rest of the time it's either two pair, something like KQ, or someone has a high heart card. (Maybe 99 with the 9h?) It's worth noting that there is usually a "high hand" bonus where I play, so if my opponent has any mathematical chance of getting a royal flush here, that person isn't folding until the river no matter what. If you're one of the two best players at the table, you can find easier ways to make money than continuing with this situation.
