the weather is variance
depends on what is defined as the goal of every move one makes. if said goal is defined as "maximizing amount of money", then surely luck is involved. if said goal is defined as "maximizing EV" then it is 100% skill.
Chess, golf, basketball are 100% skill game, an amateur can't never beat a pro. But in Poker an amateur can beat a pro everyday of the week
I think the thing with poker tho is having proper self reflection and understanding if you're really just running bad or playing bad.
