Depends a bit on outside of Europe being boring or not. Like I can totally understand that with say, Chinook or Haida or Salish (Pacific Coast North American Natives). As the situation over there is designed not to really let you go to war or anything with the Federation mechanics and power parity of the states on individual levels.
But some pretty fun places out there I find like Japan of course. Or Indonesia with a lot of interesting options. India as well. Kongo surprisingly has quite a lot to do early other than "Wait for the inevitable wars of colonization", etc.
Nah, Venice was in a Coalition of One State against you Chewy, so they got pulled it as a Coalition member rather than an ally.

Nothing too weird happened with Burgundy, it's just rare for them to chose to stay independent when BI fires.
