Because each calculation is based on 1 card being flipped. Basically the way it works is you take the number of outs you have, and it by 50(Because there's assumed to be 50 total different cards, because your opponents cards are unknown and thus can't be discounted).. So in that example it's 8 / 50 = 16%. But since you've still got 2 cards to see, it's 8 / 50 * 2 = 32%. It's a rough calculation, and the more outs you have the less accurate it is, but it's still the best rule of thumb.
There's a much more accurate way to calculate draw odds properly, but it's VERY complicated, and this method is only off by a % or 2, so it's close enough because it's so easy to memorize and calculate.
